Roxors in Hawaii

Hi all....Any one know how to get a roxor street legal on the big island of Hawaii ?..I have been to some car shows there and to see plates on some of those cars is a bit scary. To what level do you have to rat rod or modify a roxor to make it legal ? Would a full size plate from an other state work to ship one in ? How can a car be titled (as an example ) and really any state, as a model A Ford,..... with a fiberglass body,302 v8 and not one part on the car be off a real model A Ford ? Things that make you go hummm.
